  • Emilie Adin, Director of Community Services, City of North Vancouver

    Emilie K. Adin is the Director, Community Services, of the City of North Vancouver. The Community Services Department includes the Building Permits and Inspections, and the Development Services Divisions. Emilie has been with the City of North Vancouver for 8 years, previously as the Chief City Planner and as the Deputy Director of the Community Development Department.  Emilie has led a number of efforts to streamline development review processes while retaining high compliance and an award-winning built environment. For 20 years, Emilie has presented and written widely on housing, urban design, green buildings, and best practices in city planning, including the PlanGirl Travels column in Planning West magazine.

  • Jean Lamontagne, General Manager of Planning and Development, City of Surrey

    Jean Lamontagne is currently General Manager of Planning and Development with the City of Surrey, where he participates on the senior management team, guiding Surrey’s efforts to achieve its overall vision, and overseeing the planning and land use function.  Jean joined the City of Surrey in 1995 and has held a variety of positions.  In 2005 he moved to the City of Richmond as the Director of Development, a position which he held for a two year period, before returning to the City of Surrey in 2007 as the GM of Planning and Development. Jean holds a Master’s degree in Urban Planning from McGill University.

  • Kaye Krishna, General Manager of Development, Buildings and Licencing for the City of Vancouver

    Kaye Krishna’s portfolio enables quality, safe buildings and businesses to thrive across Vancouver. She is leading the City’s efforts to transform development and licensing and steering key policy issues, including short term rentals, taxis, liquor, and marijuana dispensaries. Kaye is a former chief of staff and deputy commissioner with New York City’s Department of Housing Preservation and Development, where she led key initiatives such as rewriting the Mayor’s 10-year housing plan and launching proactive preservation and enforcement. She also worked as an economic development and management consultant for over a decade.
